Single Point Registration Scheme For Micro And Small Enterprises
NSIC registers Micro and small Enterprises (MSEs) under Single Point Registration scheme (SPRS) for participation in Government Purchases.

What is the Scheme?

National Small Industries Corporation has launched a developmental scheme named as Single Point Registration Scheme or SPRS to help all the Micro and Small Enterprises (MSEs) in India. Through this scheme, MSMEs with a NSIC registration scheme are exempt from making Earnest Money Deposits (EMDs) in government purchases.

Objective of the Scheme

Government is, without a doubt, the biggest buyer of goods and services. The primary objective of SPRS is to increase government purchasing from Small Scale Businesses (SSBs).  The government launched the Stores Purchase Program in 1955-56 in order to increase purchases from the SSIs. Single Point Registration Scheme (SPRS) was established by the government under this Programme in 1976. In 2003, this scheme was revised.

Benefits of the scheme

Under this scheme, the Government has also committed to buy 25 percent of all Goods & Services from MSEs on a yearly basis by all Union Ministries, Departments, and Public Sector Units. In addition to this 25 percent limit, 3 percent of supplies is reserved for enterprises owned by women and 4 percent is for units belonging to Schedule Castes and Scheduled Tribes.

  • Exemption from earnest money deposit (EMD) for government contracts.
  • The Government issues free tender sets to eligible Micro and Small Enterprises.
  • The government has designated 358 categories of goods for purchase from Small Scale Units under the SPRS scheme.

Who all are eligible?

  • All Micro & Small Enterprises having Enterprise Memorandum Part-II or Udyog Adhaar Memorandum (UAM) are eligible for registration with NSIC under its Single Point Registration Scheme (SPRS).
  • Micro and Small Enterprises who have already commenced their commercial production but not completed one year of existence. 

Important document to carry

  • Declaration of having made entry in Micro Small and Medium Enterprises Data Bank
  • Self-attested copy of Permanent Account Number, Udyog Adhaar Memorandum (UAM) No.
  • Proof of ownership of plant, machinery, tools and raw material showing date of purchase and original purchase value of individual machinery.
  • Self-attested copy of ownership documents of the premises or copy of lease deed.

In case of partnership firm 

  • Certificate from the Proprietor/Partner/Directors whether or not they have any link with Large Scale Unit(s).
  • Partnership Deed duly notarized.
  • Copy of incorporation document - LLP Agreement (in case of LLPs)

For Limited Companies

  • A certificate of Incorporation duly authenticated is needed to be submitted.
  • Memorandum and Articles of Association duly authenticated.
  • Names of sitting Directors, their addresses and shares and holdings.
  • Board Resolution in favour of the Signatory of the application and documents.

In Case Of Cooperative Societies.

  • Certificate of Registration of Societies. Society’s Bye-Laws/Regulations etc.
  • Names of Members, their addresses and share-holding.
  • Certificate from Registrar of Societies that the Society is still functioning and it’s working is satisfactory.

Online apply procedure

  • Applicants need to visit the Udyam Registration website for obtaining Udyam Registration Number.
  • MSEs have to register themselves in MSME Data Bank using UAM No. and PAN, to get themselves registered for Single Point Registration.
  • Each step has to be filled and every step has a save and continue option. This form can be refilled and reviewed at any moment using the PAN and UAM combination.
  • Applicants must go through the Check-List and Download section to get to know about required forms, annexure and documents.
  • It is always necessary to place all required forms, annexure and documents on your desktop in a folder for fast uploading.
  • Fees will be charged on the basis of Unit Enterprise category (Micro or Small).
  • Third party inspection is also involved for store item inspection. Units are requested to kindly choose an inspection agency according to their domain expertise and jurisdiction.
  • Final Certificate will be available online and respective NSIC offices will send physical certificate copy by post.
